Elbow Dysplasia and Genetics

I have a question about Elbow Dysplasia. I currently am fostering a GWP with bad elbow dysplasia (probably hip dysplasia too.) While I know who the breeder is, and I know the breeder gave the original owner 1/2 his money back, I can't see if he ever had Hip or Elbow X-Rays or sent them to OFA. I tend to think he wouldn't, but who knows?

The orthapedic vet heavily blames the breeder for this, and really implied that he screwed the original owner. I'm not so sure that's the case. With some things, there are pretty specific genetic markers. For example, Vom Willebrand's disease or EIC have specific genetic markers. If you don't have parents with the carriers, you will not see it in the offspring.

Other things, like Hip Dysplasia, aren't as much of an arithmetic problem. Meaning you wouldn't want to breed dysplastic parents, but at the same time, two parents without the condition, can still produce offspring with it, and it is known to be partly environmental.

I understand that everything, to some degree, is hereditary, from personality to nose to coat to many other things. But, is Elbow dysplasia typically seen in dogs with parents that have good elbows?
